During the recent Lake County Board of Supervisors meeting on April 15, 2025, a significant resolution was approved concerning an energy conservation project aimed at enhancing sustainability across local library facilities. This initiative marks a departure from traditional construction processes, allowing for a more streamlined approach to energy efficiency projects.
The resolution not only approves the project but also establishes an agreement for its design and construction. Unlike typical construction projects that follow a design-bid-build model, this energy conservation project can proceed under a different framework, as outlined in government code section 4217. This allows the Board to enter into contracts deemed financially viable without the need for a competitive bidding process.

Subscribe for Free Public Services had previously issued a request for proposals to design, install, and commission energy systems at the libraries. Enerlogics was selected as the most qualified firm after a thorough evaluation by a selection committee and an energy consultant, Optany. Their financial analysis confirmed the project's viability, projecting a payback period of approximately ten years.
The project will involve the installation of solar energy systems at three library locations. The Red Bud library will feature a 31-kilowatt carport array, while the Lakeport library will have a 24-kilowatt carport. The Middletown library will benefit from a more extensive setup, combining a 72-kilowatt carport and rooftop array. This dual approach not only maximizes energy generation but also protects the integrity of the library roofs, particularly important for those with shingle roofing.
Additionally, the project includes battery energy storage systems (BESS) designed to support peak energy demands, further enhancing the sustainability of the facilities. The integration of these systems reflects a growing commitment to renewable energy solutions within the community.
As Lake County moves forward with this energy conservation initiative, it underscores the importance of innovative approaches to public infrastructure and the potential for long-term financial and environmental benefits. The Board's decision is a step towards a more sustainable future, aligning with broader goals of energy efficiency and conservation in local government operations.
