The Decatur Zoning Board of Adjustment convened on April 16, 2025, to discuss a variance request from Cardinal Paint and Powder, located in the Eagle Landing Business Park. The company is seeking approval for a temporary overflow parking lot made of gravel to accommodate employees and customers during a significant expansion of their facility.
Cardinal Paint, which established its headquarters in 2020, plans to expand its operations by 32,000 square feet. During the construction phase, existing employee parking will be inaccessible, necessitating the need for additional parking space. The proposed temporary lot will have a capacity for approximately 50 vehicles and is strategically located behind the current building to minimize visibility and disruption.

The criteria include ensuring that the variance does not contradict public interest, addressing special conditions that create undue hardship, and maintaining the spirit of the ordinance while providing substantial justice. The board noted that the temporary nature of the gravel parking lot, proposed for a three-year term, aligns with these criteria. After three years, the gravel will be removed, and the area will either remain vacant or be replaced with a permanent surface as required by local codes.
During the meeting, it was highlighted that the site currently exceeds the required parking spaces, with 98 spaces available for the new expansion's requirement of 95. This surplus, however, will be impacted during construction, reinforcing the need for the temporary solution. The Economic Development Corporation (EDC) expressed support for the variance, and of the ten property owner notifications sent out, one response was received in favor of the request.
The board's staff recommended approval of the variance, emphasizing its minimal impact and the benefits it would provide to the company and the community. The public hearing was opened and closed without opposition, indicating a general consensus on the necessity of the temporary parking solution.
As the board moves forward, the approval of this variance will facilitate Cardinal Paint's expansion while addressing immediate parking needs, reflecting the ongoing growth and development within Decatur's industrial sector. The decision underscores the balance between supporting local businesses and adhering to zoning regulations, a critical aspect of community planning.
