Richmond Public Works outlines Parchester Village infrastructure improvements and funding plans

Richmond City Council is gearing up for a major infrastructure overhaul in Parchester Village, with plans to address critical drainage issues and enhance transportation accessibility. During a recent meeting, Public Works officials outlined a comprehensive master plan aimed at tackling flooding, improving pedestrian pathways, and upgrading public transportation facilities.

The proposed study will focus on identifying solutions to persistent drainage problems that have plagued the neighborhood, with costs estimated between $10 million and $50 million. The plan also includes relocating PG&E poles along Giant Highway, adding pedestrian-scale street lighting, and ensuring sidewalks meet ADA compliance standards. “We want to make sure that people who live in Parchester Village can safely and comfortably access the places that they need to go,” a Public Works representative stated.

Community engagement is a key component of the project, with officials emphasizing the importance of involving residents in the planning process. The study will be conducted in two phases, starting with outreach and data collection, followed by the development of prioritized recommendations. The city has allocated $500,000 for the initial study, with potential funding sources for implementation including the General Fund and grant opportunities.

Additionally, the council is considering whether to defer certain improvements related to the Meritage Homes development until after the infrastructure study is completed, to avoid unnecessary rework on existing conditions.

The timeline for the project anticipates community feedback on a draft plan in early 2026, with the goal of completing the 30% design of priority improvements by 2027. This initiative marks a significant step towards revitalizing Parchester Village and addressing long-standing infrastructure challenges.
