Las Vegas Redevelopment Agency approves $100K security grant program for small businesses

The Redevelopment Agency (RDA) of the City of Las Vegas convened on April 17, 2025, to discuss several key initiatives aimed at supporting local businesses impacted by crime and construction. The meeting focused on the establishment of a security grant incentive program and the approval of a commercial visual improvement program agreement.

The first item on the agenda was a discussion regarding the creation of a security grant incentive program. This program aims to provide financial assistance to small businesses affected by roadway improvement projects and property theft. The RDA proposed allocating $100,000 from its special revenue fund to support this initiative, which would offer grants of up to $5,000 to eligible businesses. Dina Babsky, the director of economic and urban development, provided background on the program, noting its success during its initial rollout funded by the American Rescue Plan Act (ARPA) several years ago. She emphasized the ongoing need for such support, particularly as businesses continue to face challenges related to criminal activity and decreased foot traffic due to construction.

Council members expressed their support for the program, with Councilwoman Diaz highlighting the importance of addressing the needs of affected business owners. She acknowledged that while the allocated funds may not cover all expenses, they represent a crucial step in providing relief. Other council members suggested exploring options for direct invoice submissions to the city, allowing businesses to access necessary security upgrades without upfront costs.

Following the discussion, the RDA unanimously approved the security grant incentive program and the related resolution granting the executive director authority to issue the funds.

The meeting also addressed a second agenda item concerning a commercial visual improvement program agreement with Sticky 8 LLC and Dustland Bar LLC, located at 1433 South Commerce Street. The RDA authorized a grant not to exceed $25,000 to support this project, which aligns with the goals of the redevelopment plan.
