Hartford city departments unveil development, small business and housing initiatives

The City of Hartford is taking significant steps to enhance its economic landscape, as highlighted during the FY2026 Budget Hearing held on April 17, 2025. Key departments, including Economic Development, Small Business Initiatives, and Housing, presented their plans and achievements, showcasing a commitment to fostering growth and improving community services.

Economic Development Director Jeff introduced the department's role in facilitating city-owned development projects and managing city properties. Notably, the department has successfully acquired six new properties and disposed of five, with 14 more pending disposition. A highlight of their efforts is the Yukon Student Housing project, which is expected to attract businesses and universities to the area, significantly boosting local economic activity.

Paige Birche, Director of Small Business Initiatives, emphasized the department's focus on supporting local businesses through various programs, including a $2 million facade improvement initiative and a $5 million Neighborhood Investment Fund. These programs aim to provide grants, loans, and technical assistance to small businesses, helping them navigate the permitting process and enhance their operations.

Housing initiatives were also a focal point, led by Acting Director Selena Kai. The housing division reported improvements to 43 housing units and the creation of new rental opportunities. The recent increase in the employee homebuyer assistance program to $40,000 aims to encourage city employees to purchase homes in Hartford, further promoting community stability.

Planning and Zoning Division's Acting Director Owen Deutsch reported on nearly 1,000 land use applications processed this fiscal year, including major developments that promise to reshape Hartford's urban landscape. The department is also advancing traffic calming measures and streetscape projects to enhance public safety and accessibility.
