Hartford reports 36% drop in housing code violation complaints due to rental license program

The City of Hartford's Department of Development Services (DDS) reported a significant drop in housing code violation complaints during the FY2026 Budget Hearing on April 17, 2025. The number of 3-1-1 complaints has plummeted by 36%, from 2,604 last year to just 1,628 this year. This decline is largely attributed to the city's rental license program, which has led to more thorough inspections and prompt corrections of violations.

Judith, a representative from DDS, emphasized the program's effectiveness, stating, "People are being served by this program very, very well, and we're proud of that number." The rental license program is set to expand further, with 4 to 9 unit buildings joining the initiative by October 31, potentially adding over 1,000 more properties to the inspection roster.

In addition to the rental program, DDS is actively tackling problem landlords through a task force that meets monthly. This initiative involves collaboration across various city departments to address properties with persistent code violations and associated criminal activity.

The DDS's proactive approach is not only reducing complaints but also enhancing the overall quality of housing in Hartford, showcasing the city's commitment to improving living conditions for its residents.
