San Joaquin Hills Transportation Agency reports increased ridership and new budget initiatives

Laguna Woods City Council has taken significant steps to enhance community safety and transportation efficiency during its recent meeting on April 16, 2025.

One of the key discussions revolved around mosquito control efforts, particularly during the warmer months when mosquito activity increases. The council emphasized the importance of community education on preventing mosquito breeding, highlighting that even small amounts of standing water can attract thousands of mosquitoes. The city plans to promote educational campaigns in public schools and other community areas to inform residents about effective prevention measures.

In transportation news, the San Joaquin Hills Transportation Corridor Agency reported a notable increase in ridership and revenues, with figures rising by up to 610%. This positive trend supports the agency's annual policy of increasing tolls by 2%, which not only satisfies bondholders but also enhances the agency's financial stability and reputation.

Additionally, the council discussed an innovative organic fuel reduction program at Cook's Corner, where cows are utilized to graze on flammable vegetation. This initiative aims to reduce fire hazards in the area, with the cows expected to return for a few weeks in both spring and fall.

The meeting also addressed the upcoming 24191 Overpass connector project, which will facilitate direct access from the toll roads to the express lanes on the 91 Eastbound. After overcoming previous delays, the project is set to move forward, with hopes of awarding a contract by the end of 2025 and breaking ground in 2026.

Lastly, the council is exploring options to allow ambulances to travel for free on toll roads, aiming to streamline emergency response efforts. Currently, public ambulances can use the toll roads, but private companies must establish agreements to receive similar benefits.
