Syracuse CRB board to address 60 backlog cases with freelance investigations

The Syracuse Citizen Review Board (CRB) is taking significant steps to address a backlog of approximately 60 cases that require investigation, as discussed during the budget hearing on April 21, 2025. To expedite the resolution of these cases, the board plans to collaborate with Freeland Investigations, a move aimed at alleviating the pressure on board members who currently lack comprehensive training in the investigative process.

The CRB administrator typically oversees the investigation process, which involves reviewing complaints, gathering data from the internal affairs department, and preparing cases for board review. However, due to the backlog, the board has decided to outsource a portion of this work to Freeland Investigations. This partnership is expected to handle 10 to 15 cases per month, allowing the board to focus on determining which cases warrant a hearing.

In addition to outsourcing investigations, the board is also prioritizing training for its members. This training will ensure that all board members are equipped with the necessary knowledge to effectively oversee investigations and uphold their commitment to serving the citizens of Syracuse.

Currently, about 25 cases are nearing the 18-month cutoff for resolution. The board is awaiting a report from Chief Cecil that will clarify which cases have been closed and which remain pending. This information will be crucial for the board to assess whether any cases need to be revisited or if they can be officially closed.
