The Town of Goshen Planning Board convened on April 17, 2025, to discuss a proposed small-scale subdivision project on approximately 27.2 acres along Sarah Wells Trail. The application, presented by Juan de Jesus of MGS Engineering, included revised plans following feedback from previous meetings.
Key changes to the proposal include a reduction in the size of the planned residential structure from five bedrooms to four, as the property owner decided to retain their existing home. The board emphasized the importance of ensuring proper access to the site, particularly for emergency services, and discussed the implications of agricultural exemptions related to existing structures on the property.

Notably, Lot 2, the largest parcel, currently lacks road frontage, which may necessitate a variance under town and village regulations. The applicant was advised to consult with the Zoning Board of Appeals (ZBA) for initial feedback and to engage with village officials to clarify any potential restrictions on the use of the access road.
In addition, the board highlighted the need for a site visit to assess visibility and environmental impacts, especially given the scenic road designation of Sarah Wells Trail. The applicant has submitted a jurisdictional determination request to the Department of Environmental Conservation (DEC) and is awaiting further guidance regarding potential wetland impacts.
As the planning process continues, the board will require additional documentation, including a phase 1 archaeological study requested by the State Historic Preservation Office (SHPO). The applicant is currently working with an archaeology firm to fulfill this requirement.
The planning board's discussions underscore the complexities involved in balancing development with environmental and community considerations. The next steps will involve further revisions to the plans and continued dialogue with relevant regulatory bodies to ensure compliance and address community concerns.
