Sacramento Supervisors approve two new Type 21 liquor licenses in Antelope community

The Sacramento County Board of Supervisors convened on April 22, 2025, to discuss several agenda items, primarily focusing on requests for letters of public convenience and necessity (PCN) for alcohol sales in the Antelope community.

The meeting began with the establishment of a quorum, followed by the first item on the agenda, Item 49, which involved a request for a Type 21 alcohol sales license for a property located at 5873 Antelope Road. Senior Planner Leanne Mueller presented the project, detailing that the site is currently under construction for a convenience store, gas station, and drive-thru restaurant. The Board had previously approved a use permit for a 24-hour Arco gasoline station and convenience store in 2017, which included a Type 20 liquor license for off-sale beer and wine. The current request aims to expand this to include spirits.

Mueller noted that the area is classified as both high crime and over-concentrated for alcohol licenses, with the census tract allowing only three off-sale licenses, which are already allocated. Despite this, the applicant argued that the convenience store would serve the neighborhood effectively and that the community recognizes it as a safe shopping location. The Antelope Community Planning Advisory Council (CPAC) had recommended approval of the project, and no public objections were raised during the review process.

The applicant's representative, Diane Kinderman, emphasized the family's commitment to operating clean and efficient businesses without police complaints. She highlighted the anticipated benefits of the alcohol sales for local customers.

Following the presentation and discussion, the Board voted to approve the request, with Supervisor Hume voting against the motion.

The meeting proceeded to Item 50, which was another request for a Type 21 alcohol license for a property at 4311 Antelope Road. Mueller provided details about the existing Antelope Food and Gas Station, which has been in operation since 2006 and currently holds a Type 20 license. The new owner sought to upgrade to a Type 21 license, citing community support and the need for enhanced convenience.

The CPAC had also recommended approval for this item, and several community members spoke in favor of the request, expressing the need for local access to alcohol sales without traveling far.

The Board ultimately moved to approve the second request as well, reflecting a trend towards accommodating local business needs while considering community safety and convenience.
