City Council reviews data center proposal for economic development catalyst

During the recent Planning Commission meeting on April 22, 2025, the City Council of Rosemount discussed two significant applications aimed at enhancing the local economy and infrastructure. The proposals include amendments to the city’s comprehensive plan, specifically to reguide a property for business park designation and to adjust the Musa line.

City staff emphasized that these projects align with key policies in the comprehensive plan, particularly those focused on economic competitiveness and resiliency. The proposed developments are expected to serve as a catalyst for growth in the area, promoting a diverse and robust economic base.

A major highlight of the discussion was the anticipated infrastructure improvements, including substantial extensions of water and sewer mains along Highway 42. These enhancements are designed to support not only the immediate site but also neighboring properties, fostering broader economic development.

The project is projected to create approximately 420 full-time jobs at a new data center, along with an estimated 2,000 skilled trades jobs during the construction phase over the next five to ten years. This job creation is seen as a vital step toward boosting the local economy and increasing the city’s tax base.

Looking ahead, the council noted that further discussions will take place as the project progresses. Key next steps include the adoption of an Alternative Urban Areawide Review (AUAR) by the city council, followed by a replat, rezone, and planned unit development application expected in June or July. These steps will provide a framework for the project, addressing specifics such as building design, height, and mitigation measures.

The meeting underscored the city’s commitment to engaging with residents and stakeholders throughout the development process, ensuring that the community’s needs and concerns are addressed as these significant projects move forward.
