HCPSS Board reviews FY 2026 budget amid funding shortfalls and tough decisions

The Howard County Board of Education convened on April 29, 2025, for a crucial work session focused on the fiscal year 2026 operating and capital budgets, as well as the capital improvement program for 2026 to 2031. The county executive's proposed budget includes $39.3 million in recurring funds and $1.5 million for one-time expenditures, but this falls short of the Board of Education's requested budget, which requires an additional $101.6 million to meet existing commitments and priorities. Dr. Martirano noted that the anticipated new revenue of approximately $47.3 million is insufficient to cover rising costs, including special education and employee compensation.

As the board considers how to address the $54.3 million gap between the proposed funding and the requested budget, several pathways were discussed. These include requesting additional funding from the county council, identifying potential reductions in existing programs, or a combination of both strategies. The superintendent stressed that any reductions would be difficult and could impact staffing and services, particularly as the school system is heavily reliant on personnel costs.

Dr. Martirano also highlighted the broader context of budget challenges faced by school districts across Maryland, driven by state mandates and fiscal constraints. He urged community engagement in the budget process, encouraging stakeholders to contribute ideas for balancing the budget while maintaining a focus on the strategic goals of the school system.

The board is expected to reconvene on May 7 to explore detailed scenarios for budget adjustments, with a final budget adoption scheduled for May 21. The outcome of these discussions will significantly impact the educational landscape in Howard County, as the board navigates the complexities of funding amidst rising costs and community expectations.
