Commission discussion cited agency consultations in support of approval. Commissioner Ackerman noted the HPH (high‑priority habitat) designation triggered Colorado Parks and Wildlife consultation and said CPW visited the site and approved the applicant’s avoidance, minimization and mitigation measures; Ackerman added that the proposal to expand an existing disturbed site was preferable to creating a new disturbance in habitat. D'Arangelo said fluids have been recovered by temporary collection pits and ditches and that recovered surface water from Willow Creek was impacted and has been collected. He said the operator is cleaning adjacent surface property — residences, outbuildings, barns, landscaping and personal property — and that while some residents remain displaced, remediation work appears to be moving \"expeditiously to get folks back in their homes.\" ECMC is providing oversight, collecting split and independent samples, and may take additional action as findings dictate.

D'Arangelo told the commission that, given the current status and that remediation is largely in implementation, he proposed this would be his last regular update unless significant new information emerged. He closed by thanking ECMC staff and first responders, including Guilton Fire and Rescue.
