Mayor Burton promotes Jim Campbell to full-time police chief amid department reorganization

During the recent Clinton City Council meeting held on April 28, 2025, significant discussions centered around the city’s budget challenges and the promotion of key personnel within the police department.

One of the primary concerns raised was the impact of the Equalization factor on the city’s revenue. Officials noted a substantial loss of over one million dollars in in-lieu payments from local utilities, which has affected the city’s financial outlook. The revenue from these payments has decreased from a factor of 1.82 two years ago to 1.3 this year. However, there is optimism that new appraisals may help recover some of these losses in the upcoming fiscal year.

In a positive development for the community, Jim Campbell was promoted to the position of full-time police chief. This decision followed a thorough interview process facilitated by the Municipal Technical Advisory Service (MTAS). Chief Campbell expressed gratitude for the opportunity and introduced two captains who will play pivotal roles in the department's operations. Captain Carl Bailey will oversee patrol and investigations, while Captain Floyd will manage administrative functions, including training.
