Flagstaff's urban planning expands land use categories and centers for development

A bold new vision for Flagstaff's urban landscape emerged during the Joint City/County Regional Plan Retreat on May 2, 2025, as officials unveiled a comprehensive framework aimed at enhancing residential and commercial flexibility across the region. The proposed plan introduces 12 distinct land use categories, organized into four main "building blocks" that will shape the future of Flagstaff's neighborhoods.

At the heart of the discussion was the expansion of urban areas, which will now encompass a broader range of neighborhoods based on existing density. This shift aims to create vibrant urban centers characterized by high-intensity development, including multi-story residential and commercial buildings. The desired density for these urban centers is set at 50 or more dwelling units per acre, with examples like The Jack and the Village at Aspen Place exceeding this threshold.

Suburban centers were also highlighted, designed to support lower-density development while maintaining strong connectivity for pedestrians and cyclists. These areas will have a target density of 29 or more dwelling units per acre, with existing examples such as the local mall demonstrating the potential for growth.

Rural centers, intended to serve unincorporated areas, will focus on providing essential services and reducing travel needs for residents. With a lower density goal of 7 or more dwelling units per acre, these centers aim to foster community engagement and accessibility.

The meeting emphasized the importance of integrating these centers into the existing urban fabric, with a clear map outlining their locations across Flagstaff. This strategic approach marks a significant departure from previous plans, reducing the number of activity centers in greenfield areas while promoting commercial development in outlying neighborhoods.
