Alderman Michael Brennan, who moved adoption of the committee report as amended, and others said the city lacks comprehensive data on how many short-term rentals operate in Elmhurst and by what ownership models. The committee recommended a quarterly review of the program to assess enforcement outcomes and tweak rules.

City staff and committee members also flagged potential follow-on policy work: determining whether some operators are commercial enterprises organized as LLCs and whether a hotel-type tax to offset public-service costs (for example, repeated police responses) should be studied further.

Implementation and next steps: The ordinance framework gives Elmhurst’s police and inspections staff new compliance tools, including license suspension and revocation. Committee members and the chief of police said they will work on operational details, inspections timing and how occupancy limits dovetail with existing zoning and fire codes.
