The City of Newberry is poised to welcome a new concrete batch plant and truss plant following a recent planning and zoning board meeting on May 5, 2025. The board unanimously recommended approval of a special use permit for the facility, which is part of the larger NC Ranch master plan community. This decision marks a significant step in the development process, as it aligns with the city’s comprehensive plan and land development regulations.
Margo Mauer, a representative from NV 5, presented the application, highlighting the strategic location of the site adjacent to the CSX rail line, which will facilitate the delivery of raw materials. The proposed plant is designed to minimize visual impact and noise, with natural topography providing screening from nearby roadways. The facility will operate from 4 AM to 6 PM, Monday through Saturday, a decision that raised concerns among board members regarding potential noise disturbances for nearby residents.

Residents expressed worries about early morning noise from concrete mixing and truck traffic. In response, Mauer assured that the facility would adhere to strict noise regulations and that an acoustic study had been conducted to ensure compliance with city ordinances.
Conditions for approval include maintaining a landscape buffer, following the acoustic study, and coordinating with local fire services for emergency plans. The applicant, Tripp Norfleet, emphasized the economic benefits of the plant, projecting it would create local jobs and reduce reliance on external suppliers, particularly highlighted during the pandemic when supply chains were disrupted.
The planning and zoning board's recommendation will now move to the city commission for final approval on May 21, 2025. If approved, the facility is expected to enhance local construction capabilities and support the ongoing development of the NC Ranch community, which aims to provide housing and economic growth in Newberry.
