Phil, speaking for the church, described a compromise that the applicant is willing to consider: an area of rescue or a hardscaped courtyard near the south door that could serve as an accessible staging area for fire apparatus. “Having that south door exit to the west on a sidewalk that went to an area of rescue that was in proximity to the Fire Apparatus Road … that’s a reasonable grade through there,” Phil said. Staff and the commission noted that final determinations about safe distances and area-of-rescue requirements would come through the city’s fire-review process.

After an initial motion to recommend approval, the maker withdrew the motion and offered a substitute motion that included the sidewalk requirement. The commission then voted 8-0 to recommend approval of SP 24-8 to the Spring Hill governing body, including the staff and engineering conditions and the added requirement that each building addition have at least one sidewalk going west to the access road.
