A significant update emerged from the Winchester City Council Finance Committee meeting on May 6, 2025, as officials discussed a new Memorandum of Understanding (MOU) with the Department of Social Services (DSS) regarding the city’s property management. The MOU, which now includes the recently acquired 419 North Cameron Street, aims to streamline funding and operational costs associated with the city’s social services.
The city has been receiving state funding based on square footage usage and a cost allocation plan, which has been crucial for covering debt service payments. With the addition of the new building, the total annual funding for both properties is projected to reach approximately $173,005. This amount is expected to cover about 80% of the debt service, not accounting for operational expenses, which fluctuate based on the services provided.

This requirement, while somewhat unusual given that the DSS is an in-house department, is a necessary step to ensure transparency and compliance with regulations.
The MOU is set for approval on May 27, 2025, after which it will be sent to the state for ratification. The committee acknowledged the complexity of the documentation involved but reassured members that the changes primarily involve the addition of the new property while maintaining the original terms of the agreement.
As the city moves forward with this updated MOU, officials are preparing for a public hearing to address any community concerns and finalize the agreement, ensuring that Winchester's social services continue to receive the necessary support and funding.
