City Council approves site plan for Quail Hollow and Peachtree Meadows subdivisions

The Rockwall Parks and Recreation Board made significant strides in community development during their meeting on May 6, 2025, approving key site plans for two major residential subdivisions.

The board first discussed and approved the site plan for Phase 2 of the Quail Hollow subdivision, which will add 139 lots to the existing 250 single-family homes on 42.742 acres. This phase will not include a public park but will focus on enhancing the area with trails, open spaces, and landscaping. Staff recommendations highlighted the need for updates to the proposed landscaping of the attention pond and the type of turf grass used. The approval aligns with the city’s ongoing efforts to create a continuous walking path along John King Boulevard, enhancing connectivity throughout the area.

In a second action item, the board considered a request for the final plat of the Peachtree Meadows subdivision, which will consist of 147 single-family residential lots. This development, part of a larger master-planned community, will also lack a public park but will feature an amenity center and over 28 acres of private open space, including a preserved tract of Blackland Prairie. The board reassessed the cash-in-lieu of land fees and pro-rata equipment fees due to a slight reduction in the lot count from 48 to 47, resulting in a total fee of approximately $95,951.31. These funds will contribute to future park amenities in the nearby Juniper Subdivision.

Both approvals reflect the city’s commitment to responsible development while ensuring that community needs for open spaces and recreational facilities are met. The Parks and Recreation Board's decisions are expected to foster growth and enhance the quality of life for Rockwall residents as these projects move forward.
