Castle Rock's Town Council has taken significant steps towards enhancing community housing and zoning regulations during their recent meeting on May 6, 2025. The council approved two key items that aim to address local housing needs and facilitate development in the area.
The first item, an ordinance amending the town's zoning map, focuses on the properties located at 826 Park Street and 200 Wolfensberger Road. This initiative involves the renovation of the existing Quality Inn building into 24 condominium units and office space, with a specific commitment to inclusivity. Fourteen of these units will be designated for households with disabilities, particularly those with intellectual and developmental disabilities (IDD). The project, led by Wellsprings Community, aims to create a supportive living environment, with staff available on-site 24/7 to assist residents.

To facilitate these changes, the council proposed a custom plan development zoning that aligns both properties under a single zoning district. This adjustment is necessary to allow for the reconfiguration of lot lines and to ensure compliance with zoning regulations.
The second item approved by the council was a resolution to reduce development impact fees and waive land use fees for the Wellsprings project. This financial support is intended to promote the development of attainable housing in the community, making it more accessible for residents in need.
Both initiatives received unanimous support from the Planning Commission prior to the council's decision, highlighting a collaborative effort to meet the housing demands of Castle Rock's diverse population. The council's actions reflect a commitment to fostering inclusive and sustainable development, ensuring that the needs of all community members are considered in future planning efforts.
