Middletown Council discusses Crystal Homes TIF plan and public concerns

The City of Middletown Council convened on May 6, 2025, to address several key issues impacting the community, including the promotion of local firefighters and the establishment of a new Tax Increment Financing (TIF) district aimed at supporting affordable housing development.

The meeting began with the recognition of two firefighters, Lieutenant Jeff Corinne and Lieutenant Sean McIntosh, who were honored for their recent promotions. Both individuals have extensive training and experience, contributing significantly to the Middletown Fire Department since their respective hires. Their families were present to celebrate their achievements, underscoring the community's support for local heroes.

Following the promotions, the council shifted focus to a public hearing regarding the proposed Crystal Homes incentive district TIF. Jacob Schulte, the program manager for the city's community and economic development department, provided an overview of the TIF's purpose and structure. The TIF is designed to facilitate the development of affordable housing by allowing a portion of property tax revenues generated from new developments to be reinvested into infrastructure improvements. This phased approach will create four separate TIF districts, with a 10-year plan to allocate 75% of the new tax revenues to support necessary infrastructure, such as roads and lighting.

Adam Christo, representing Christo Homes, emphasized the importance of this initiative in addressing the rising costs of housing. He noted that the TIF would enable the construction of 59 new homes priced around $240,000, making them more accessible to potential buyers. The council expressed support for the project, with a straw vote indicating a favorable outlook for the TIF's approval.

In addition to the TIF discussion, several residents voiced their concerns during the citizen comments segment. Issues raised included the need for improved management of debris from a local demolition site, the potential for additional gas stations in the area, and the preservation and enhancement of a neighborhood park. These comments reflect the community's engagement and desire for a collaborative approach to local governance.

The meeting concluded with a commitment from the council to consider the residents' feedback as they move forward with the TIF proposal and other community initiatives. The discussions highlighted the council's ongoing efforts to foster economic development while addressing the needs and concerns of Middletown residents.
