Scott County Board of Commissioners recognized extraordinary bravery during their meeting on May 6, 2025, by presenting the Morris S. Miller Health Hero Award to several individuals who played pivotal roles in a life-saving emergency response.
The award honored Robert Bednarik, a resident of Prior Lake, who acted swiftly on December 30, 2024, when he discovered two unresponsive individuals in a vehicle. Sensing a potential carbon monoxide poisoning, Bednarik turned off the vehicle, ensured the victims' airways were clear, and called 911, remaining on the scene to assist first responders. His quick thinking was crucial in saving their lives.

Subscribe for Free Deputies Jeff Strack and Dan Asman from the Scott County Sheriff's Office were the first to arrive. They quickly assessed the situation, recognizing signs of a drug overdose, and administered Narcan to both individuals. Firefighters from the Prior Lake Fire Department, including Assistant Chief Jim Rzychka and Captain Daryl Jelly, provided essential support, performing rescue breathing and assisting with Narcan administration until medical personnel arrived.
The collaborative efforts of Bednarik, the deputies, and the firefighters exemplified the spirit of the Morris S. Miller Health Hero Award, which celebrates exceptional bravery and teamwork in life-threatening situations. The Board expressed deep gratitude for their actions, which directly contributed to the survival and recovery of the two individuals involved.
Following the award presentation, the meeting moved on to discuss the consent agenda, which included various non-controversial items expected to pass in one motion. The recognition of these heroes highlights the importance of community vigilance and the critical role of first responders in emergency situations.
