Path Ventures proposes 94 affordable homes in West San Carlos Urban Village

The San Jose City Council meeting on May 6, 2025, highlighted a significant step towards addressing the city's housing crisis with the proposed development of 94 affordable housing units in the West San Carlos Urban Village. Path Ventures, which has been active in building affordable housing across California since 2007, has been working on this project since acquiring the site in February 2021. The development, named "Villas on the Row," will not only include residential units but also feature amenities such as retail space, social services offices, a community room, and outdoor gathering areas, all designed to foster a sense of community and well-being among residents.

The project is particularly significant as it addresses the urgent need for affordable housing in a region grappling with a homelessness crisis. Alex Shore, executive director of Catalyze SV, praised the project for its potential to activate the West San Carlos area and enhance community vibrancy.

Esmeralda Virelas from Destination Home echoed these sentiments, urging the council to prioritize developments that serve extremely low-income individuals and families. Jorge Salazar from SV at Home also highlighted the project's alignment with the city's long-term planning goals and its contribution to sustainable living through its proximity to public transit and inclusion of bike parking.

The council's discussions underscored the importance of moving forward with the necessary approvals for the project, including annexation and zoning amendments. As the city continues to face housing challenges, the approval of the Villas on the Row project represents a crucial step towards ensuring that more residents have access to safe and affordable homes.
