The meeting commenced with a proclamation honoring two accomplished young wrestlers from Palo Alto. Ella Cohen, a freshman at Palo Alto High School, was celebrated for winning the California Interscholastic Federation (CIF) State Wrestling Championship in the 105-pound division and for her victory at the USA Wrestling Girls National High School Showcase Tournament. Vice Mayor Baker read the proclamation, highlighting Cohen's dedication and the pride her achievements bring to the community.

Both athletes were commended for their hard work and the positive impact they have on their schools and the city.
Following the athletic recognitions, the council moved to a proclamation for National Police Week, observed from May 11 to 17, and National Peace Officers Memorial Day on May 15. Mayor Ed Lauing read the proclamation, emphasizing the essential role of the Palo Alto Police Department in safeguarding the community. Police Chief Andrew Bender acknowledged the sacrifices of past officers and invited the public to attend the annual Police Officer Memorial Grove event on May 14.
The council then reviewed applicants for the Architectural Review Board, noting that nine new candidates had applied following an extended recruitment period. The selected candidates will be interviewed on June 27.
Public comments were invited, with Liz Gee addressing concerns about living conditions at Mayfield Place, a low-income housing development. She reported significant deterioration in the building, including compromised concrete on the third floor, raising alarms about the safety and maintenance of the facility.
The meeting concluded with a commitment to address the issues raised and to continue supporting local initiatives that foster community growth and safety.
