Retirees in Illinois will soon have clearer options for health insurance coverage as the Teachers' Retirement System (TRS) Board of Trustees outlined significant updates during their recent meeting on May 13, 2025. The discussions focused on the TRIP (Teachers' Retirement Insurance Program) and TRAIL (Total Retiree Advantage Illinois) programs, which provide essential health benefits to retired educators.
The TRIP program serves as the primary medical coverage for retirees under 65, while TRAIL is designed for those who are Medicare eligible. Both programs offer comprehensive coverage, including medical, prescription drug, dental, and vision services, available to dependents as well. The annual benefit choice periods for these programs are crucial for retirees to make informed decisions about their health insurance. For TRIP, the enrollment period runs from May 1 to June 2, with coverage starting on July 1. TRAIL's enrollment occurs from mid-October to mid-November, with a January 1 start date.

Starting July 1, 2025, if one family member becomes Medicare eligible while another does not, the eligible member must transition to the TRAIL program, while the other can remain on TRIP until they also qualify for Medicare. Eligibility for both programs requires at least eight years of service credit with TRS, and retirees have the flexibility to enroll at various times, including upon retirement or when losing other coverage. Premium rates for the upcoming year were also shared, with costs varying based on age and coverage type. For example, a retiree under 65 choosing an HMO plan will pay approximately $370.76 per month, while a PPO plan will cost around $857.02. Once retirees become Medicare eligible, they will transition to the TRAIL program, where the monthly premium is significantly lower at $7.35 for the member.
