City plans to bring water operations in-house to enhance efficiency and reduce costs

Fulshear City Council is taking significant steps to enhance its utility operations by considering an in-house approach for water and wastewater management. During a special meeting on May 13, 2025, council members discussed the potential transition from outsourcing these services to bringing them under direct city control, a move aimed at improving efficiency and reducing costs.

The proposal involves hiring eight additional full-time employees to manage operations within the water production facilities and lift stations. This shift is expected to save the city approximately $250,000 in the first year and potentially up to $500,000 in subsequent years, compared to the current contract with Inframark, which has been criticized for its 15% markup on services.

Council members expressed concerns about the historical challenges of maintaining adequate staffing levels and ensuring employee retention. The discussion highlighted the need for competitive pay to attract and keep skilled workers, as well as the importance of training new hires alongside existing staff to preserve institutional knowledge.
