City staff characterized the agreement as achieving the council's three stated goals: termination of the unauthorized storage use, environmental monitoring and protections, and an organized process toward a lawful, community-beneficial reuse. Staff also said the agreement includes enforcement provisions allowing the city to remove vehicles from the property in the event of a violation and to seek remedies if necessary.

At the meeting the council moved and seconded approval of Item 2 (the cessation agreement). The motion carried unanimously among the members present. City staff confirmed that, as requested in writing by the owner, the withdrawal of Items 3, 4 and 5 would take effect if the council approved Item 2.
