CTIO recommends 3% toll rate increase for express lanes effective July 1

The Colorado Transportation Investment Office (CTIO) Board of Directors has proposed a 3% increase in toll rates across all express lanes, with the exception of the I-70 express lanes, which will remain unchanged. This decision, discussed during the board meeting on May 14, 2025, aims to address rising operational costs and maintain efficient traffic flow on the state's express lanes.

The toll rate adjustments are based on a comprehensive analysis that evaluates traffic speeds, volumes, operational costs, and inflation. The analysis revealed that while most express lanes met federal speed standards, certain segments, particularly on Central 70 Westbound and I-25 Segment 2 Southbound, experienced decreased speeds during peak hours. To counteract this, the board is recommending specific increases in toll rates during high-traffic times, such as raising the toll from $1.45 to $1.90 between 5 AM and 6:45 AM on I-25 Southbound.

The CTIO employs dynamic pricing and time-of-day pricing strategies to manage traffic flow effectively. Dynamic pricing adjusts toll rates in real-time based on current traffic conditions, while time-of-day pricing relies on historical data to set rates during peak periods. The board emphasized that these adjustments are essential for encouraging drivers to utilize express lanes, thereby alleviating congestion in general-purpose lanes.

Looking ahead, the board will finalize and approve the recommended toll rates at their next meeting on June 18, with the new rates set to take effect on July 1.
