Luma Energy presents updated emergency response plan to Puerto Rico regulators

Luma Energy has made significant strides in enhancing Puerto Rico's electrical infrastructure since its operations began in June 2021. The company has prioritized emergency response and restoration efforts, particularly in preparation for the upcoming hurricane season. Key actions include the replacement of 24,700 utility poles with storm-resistant infrastructure, clearing over 5,700 miles of vegetation from power lines, and installing nearly 10,000 automation devices within the electrical grid.

During a recent meeting of the Puerto Rico House of Representatives, Luma presented its Emergency Response Plan (ERP), which outlines procedures for responding to emergencies affecting the transmission and distribution system. This plan is regularly updated and submitted to various stakeholders, including the governor and the Puerto Rico Energy Bureau. The latest version, issued on May 31, 2024, details comprehensive protocols for disaster response, addressing both natural and man-made incidents.

However, concerns were raised regarding proposed legislation that could undermine existing coordination mechanisms between Luma and state and federal agencies during emergencies. Luma emphasized that any uncoordinated intervention in the transmission and distribution system poses serious risks to public safety and could lead to significant operational challenges. The company highlighted the importance of adhering to established safety protocols and maintaining communication with all parties involved in emergency response efforts.

Luma's representatives stressed that reducing the notification period for municipalities planning work on the electrical system from five days to 24 hours could lead to confusion and potential hazards. They reiterated that effective planning and coordination are crucial to ensure the safety of workers and the stability of the electrical grid.
