Escondido City Council votes to adopt updated fire hazard severity zone map

The Escondido City Council took a significant step towards wildfire safety during its meeting on May 14, 2025, by considering the adoption of an updated fire hazard severity zone map. Deputy Fire Marshal Lavonna Kretke presented the new map, which reflects critical changes since the last update in 2009.

The updated map introduces three distinct hazard tiers: moderate, high, and very high fire hazard severity levels. This comprehensive approach aims to provide a more accurate assessment of areas susceptible to wildfires, utilizing the latest scientific data and improved fire modeling techniques. Kretke emphasized that the mapping process evaluates physical conditions that contribute to fire likelihood over a 30 to 50-year period, rather than assessing risk, which considers existing mitigation measures.

The council is required to adopt the new ordinance within 120 days of receiving the state fire marshal's recommendations. The public has already had the opportunity to review the maps, with 11 comments submitted for consideration. The updated fire hazard severity zones will influence city development standards, mandating fire-resistant features in new buildings and requiring property sellers to disclose hazard designations during real estate transactions.

In very high fire hazard areas, new constructions will also need to maintain a 100-foot defensible space from surrounding vegetation. The council is expected to vote on the ordinance, which aims to enhance community safety and preparedness against wildfires.
