The staff recommendation included a tentative CEQA finding that the amendment is consistent with the general plan environmental impact report and does not require further environmental review pursuant to CEQA Guidelines section 15183. After public comment and commission discussion, the commission adopted Resolution 1 recommending the city council introduce and adopt an ordinance approving the ISP amendment and making the CEQA consistency finding.
