The Francis Howell School District Board of Education convened on May 15, 2025, to discuss significant infrastructure improvements at Francis Howell High School. Director of Facilities and Operations, Saloon Stutzer, presented the proposal, highlighting that much of the existing pavement has been in use since 2010 and is now beyond conventional repair methods. The project aims to address approximately 522,000 square feet of pavement, equivalent to 12 acres, which has exceeded its typical lifespan of 8 to 10 years.

The project will involve significant work, including the complete removal and replacement of the existing asphalt down to the subgrade. The timeline for the project is estimated at six weeks, with work phased into three segments to ensure continued access for staff and students during the summer.
In addition to asphalt improvements, the project will also enhance concrete areas around the track and concession stands, making them more accessible for individuals with disabilities. This includes leveling grades to ensure easier access for patrons.
The board was informed that Ford Asphalt's bid included 30% recycled content in the new asphalt, aligning with industry standards. The expected lifespan of the new asphalt is projected to be another 8 to 10 years, with potential for extension through regular maintenance.
