Public comment centered on water from Lorenzo Court presented by Hallie Choate, who said, “This is water from my home. I would like . . . to know what is going on with the water in Hickman.” Kathy Maine, who identified herself as a member of the school board and a rental property owner, said tenants have left because of the water and asked the city to accelerate repairs.

Loni said the damaged Lake Road well has been “redeveloped” by a well developer who “sucked it out” and corrected the immediate problem, but the city is holding that well out of service until crews can remove clay and grit from distribution piping. Loni described the alternate option—shutting the system and mechanically cleaning every pipe—as likely to leave customers without water for weeks.

City Manager Browning said the city has also begun formal outreach to Modesto Irrigation District (MID) to explore receiving surface water as a longer-term supply alternative. Browning said a formal letter requesting MID service was sent the day of the meeting and that any surface-water cost estimates would be folded into an ongoing water-rate study.
