Cameron County approves $60M Palm Breeze Village Apartments development in Brownsville ETJ

In a recent meeting of the Cameron County Commissioner’s Court, discussions centered around the proposed development of Palm Breeze Village Apartments, a significant project aimed at addressing affordable housing needs in the region. The project, which is set to cost approximately $60 million, will consist of 324 units designed to provide affordable living options for low-income residents.

The meeting highlighted the potential financial benefits for future residents, who could save around $520 per month compared to current market rates. This initiative is made possible through the utilization of a tax credit program, positioning Cameron County as a pioneer in leveraging such resources for housing development—a strategy not commonly adopted by neighboring areas, including Laredo.

Key stakeholders emphasized the importance of this project in uplifting low-income families, providing them with more disposable income for essentials such as education and transportation. The developer, representing the South Texas Collaborative for Housing Development, noted that all units will be priced to accommodate residents earning 60% to 70% of the area’s median income, ensuring that affordability remains a core focus.

However, the meeting also revealed some concerns regarding the project's management and oversight. Questions arose about the involvement of the Cameron County Housing Authority and the Cameron County Housing Finance Corporation, with some commissioners expressing confusion over the lack of clarity in the partnership details. The developer clarified that while they are working with the Housing Finance Corporation, they are not directly partnering with the Housing Authority, which has led to some misunderstandings.

The court ultimately decided to table the resolution for the project until a letter of support from the Cameron County Housing Finance Corporation could be obtained, ensuring that all necessary approvals and backing are in place before moving forward. This decision reflects the court's commitment to thorough oversight and community engagement in the development process.

As the project progresses, it will be crucial for the county to address the infrastructure needs that accompany such a large development, including road access, law enforcement, and educational services.
