Denton City Council reviews animal services euthanasia policy and updated fee schedule

Denton City Council convened on May 20, 2025, to discuss significant updates to the city's animal services, focusing on a new responsible euthanasia policy and proposed changes to service fees.

The highlight of the meeting was the introduction of a comprehensive responsible euthanasia policy aimed at ensuring humane and consistent decision-making regarding animal euthanasia. Nikki Sassenas, the director of animal services, outlined the policy's development, which arose from a 2024 audit revealing the absence of a formal euthanasia decision-making process. The new policy establishes clear criteria for euthanasia, including medical, behavioral, and legal considerations, and mandates that no stray animal be euthanized before a 72-hour hold period. The policy has already shown promising results, with a live release rate exceeding 90% since its beta testing began in September 2024.

Council members expressed support for the policy, emphasizing its importance in promoting animal welfare. Questions arose regarding the emotional toll of euthanasia on staff and the need for a structured communication process to address concerns without conflict. Sassenas assured the council that mechanisms are in place to facilitate staff discussions about euthanasia decisions.

In addition to the euthanasia policy, the council reviewed proposed updates to the animal services fee schedule, the first revision since 2013. The changes aim to balance cost recovery with community accessibility. Notably, the adoption fee for dogs and cats is set to decrease from $60 to $40 to encourage more adoptions. Other adjustments include new fees for owner surrenders and impoundments, reflecting the rising costs of animal care.

The council plans to revisit both the euthanasia policy and the fee schedule for formal adoption in June, with the new fees expected to take effect on July 1. The discussions underscored the city's commitment to improving animal welfare while managing operational costs effectively.
