New Windsor plans public hearings for Amazon and Holiday Inn Express incentive applications

The Orange County Education and Economic Development Committee convened on May 19, 2025, to discuss significant developments that promise to impact the local economy and job market. A highlight of the meeting was the announcement of a major project by Amazon, which plans to build a massive 3.2 million square foot fulfillment center in New Windsor. This project represents a staggering $607 million investment and is expected to create at least 750 jobs, along with 300 construction positions. To support this project, Amazon is seeking a sales tax exemption and a 20-year Payment in Lieu of Taxes (PILOT) agreement, which is available under the county's new Uniform Tax Exemption Policy (UTEP). The public will have the opportunity to voice their opinions during a scheduled hearing on June 4 at the Town Hall in New Windsor.

In addition to the Amazon project, the committee also reviewed an application from Beta Hospitality for a new Holiday Inn Express Hotel. This four-story, 93-key hotel project, located on Route 300 in New Windsor, represents a $24 million investment and is expected to create 24 new jobs. A public hearing for this project is set for May 28 at 4 PM at IDEA Headquarters.

These developments reflect a renewed momentum in economic activity within Orange County, following a slower period earlier in the year.
