Nassau County signs $1.2M contract for comprehensive plan updates amid state mandate changes

In a recent meeting of the Nassau County Board of County Commissioners, officials approved a significant contract with Inspire Placemaking Collective for professional services related to the county's comprehensive plan. The contract, valued at $1,198,128, is aimed at ensuring Nassau County meets new state requirements for comprehensive planning, which now mandates a minimum planning horizon of ten years.

County Manager Bogart explained that the state of Florida requires all municipalities and counties to maintain an updated comprehensive plan, which includes essential elements supported by thorough data analysis. Nassau County had been in the process of updating its plan from a 1930 version to a 1950 version when new legislation introduced unexpected changes. The county now faces a deadline of October 1 to comply with the new ten-year planning horizon requirement, necessitating a two-step approach to the update process.

The decision to engage Inspire Placemaking was influenced by their successful work with other Florida counties facing similar challenges. However, the new requirements have added approximately $450,000 to the project’s cost, a burden that will be offset through savings from previous initiatives and grant funding.

Commissioners expressed concerns about the financial implications of the state’s unfunded mandates, emphasizing the need for better communication and consideration from state legislators. One commissioner highlighted the additional costs incurred due to the legislative changes, urging lawmakers to engage with local governments before implementing such mandates.
