City Council reviews $1B redevelopment project for Broadland Park Plaza

A significant development is on the horizon for Overland Park, as the Finance, Administration, and Economic Development Committee convened on May 21, 2025, to discuss a monumental $1 billion project proposal. This ambitious plan includes a $250 million economic development partnership reimbursement and aims to transform the area surrounding the Black & Veatch headquarters.

During the meeting, committee members examined the project's structure, which involves multiple phases and separate votes for each project area. The proposal includes six parking structures, with the largest estimated at $84 million, strategically located on Parcel 3 near the Black & Veatch site. The committee emphasized the importance of maintaining oversight and ensuring that each phase aligns with community interests.

Committee member Holly highlighted the potential risks of the project, stressing that failure to proceed could have detrimental effects on the community and the longstanding partnership with Black & Veatch. The committee unanimously recommended that the city council prepare a resolution to schedule a public hearing for the creation of a redevelopment district, Broadland Park Plaza 2. They also directed staff to collaborate with the developer to finalize the Community Improvement District (CID) petition and negotiate a redevelopment agreement for further review.
