Fort Collins seeks to update noise ordinance amid population and traffic growth

Fort Collins City Council is taking significant steps to address the growing noise concerns in the city, as discussions during the recent work session on April 22, 2025, highlighted the need for an updated noise ordinance. With the city’s population increasing by 27% over the past 17 years, from approximately 140,000 in 2008 to around 177,000 today, the council recognizes that the existing regulations may no longer meet the needs of the community.

The council reviewed data showing a substantial rise in vehicle traffic, with daily counts reaching 93,000 cars, which contributes to the overall noise levels. Additionally, the presence of trains passing through the city adds another layer of sound that residents must contend with. Current noise limits, established in 2008, are being reevaluated to better reflect the realities of a growing urban environment.

City officials are particularly focused on the implications for cultural events and public spaces. Eileen May, the director of cultural services, emphasized the importance of balancing liveliness with livability, noting that the city has seen a rise in community events and festivals that contribute to cultural vibrancy. However, existing noise regulations can inadvertently stifle these activities, limiting opportunities for local artists and community engagement.

The council is considering adjustments to the noise ordinance, including extending quiet hours and allowing for amplified sound at events such as neighborhood block parties and concerts. Currently, noise restrictions limit events at venues like the Gardens On Spring Creek to just eight shows a year, which many council members believe is overly restrictive. Suggestions were made to extend performance hours on weekends to better align with industry standards, potentially allowing events to run until 9:30 or 10 PM.

As the council prepares to engage with the community over the summer to gather feedback, they aim to present draft recommendations for the updated noise ordinance by late October. This initiative reflects a broader commitment to fostering a vibrant cultural scene while ensuring that residents' quality of life is preserved. The council's proactive approach aims to create a more inclusive environment that supports both artistic expression and community well-being.
