On May 21, 2025, the Lee County Zoning Board of Appeals convened to discuss significant developments in solar energy projects proposed by Pivot Energy, a Denver-based solar developer. The meeting highlighted the company's plans for three community solar projects in Lee County, which aim to enhance renewable energy access while adhering to local zoning regulations.
Merrill Reed, Senior Manager of Project Development at Pivot Energy, presented an overview of the company, which has been in operation since 2009 and has developed over 1,000 solar projects nationwide. Reed emphasized Pivot Energy's commitment to community solar, which allows residents and businesses to benefit from solar energy without needing to install systems on their own properties. This approach aligns with Illinois' Renewable Portfolio Standard, which targets 50% renewable energy generation by 2035.

Reed assured the board that the projects comply with local ordinances, including maintaining appropriate setbacks from property boundaries and residences. The energy generated from these projects is expected to power approximately 3,800 homes collectively, contributing to the local utility grid and providing cost savings for subscribers.
Reed also discussed the environmental considerations of the projects, including the use of non-reflective solar panels designed to minimize glare, which was confirmed through a professional glare analysis. Additionally, one of the projects will incorporate battery storage technology, allowing for energy to be stored during the day and used during peak demand hours, further enhancing grid reliability.
The meeting underscored the importance of community engagement and investment, with Pivot Energy committing to donate $5,000 per megawatt for local initiatives, totaling nearly $400,000 in 2024 alone. This commitment reflects the company's dedication to fostering positive relationships within the communities it serves.
As the board deliberates on the proposals, the outcome will significantly impact Lee County's renewable energy landscape and its efforts to meet state energy goals. The next steps will involve further discussions and evaluations of the projects, with the potential for increased solar energy accessibility for local residents and businesses.
