Cattaraugus County considers new jail design and facility expansion options

Chautauqua County officials are considering a significant overhaul of their aging correctional facilities, with discussions centered on the need for a complete demolition and new construction rather than temporary fixes. During the Public Safety Committee meeting on May 21, 2025, members evaluated the current state of local jails, comparing them to newer facilities in neighboring Cattaraugus and Allegany counties.

The committee highlighted that both Cattaraugus and Allegany facilities are more modern than Chautauqua's, which dates back to 1939. Allegany's facility, designed in 2003 and opened in 2005, represents a more contemporary approach to correctional design. In contrast, Chautauqua's facilities are deemed inadequate for current needs, prompting calls for a fresh start rather than "putting another band-aid" on existing structures.

Key discussions included the proposed design for a new facility, which would initially accommodate 224 beds, with the potential for future expansion. Officials noted that constructing additional floors on the existing building would require temporarily relocating inmates, a process deemed complex and potentially unsafe. Instead, the current plan suggests building adjacent to the existing structure, allowing for a more straightforward construction process without the need to move inmates.

The committee acknowledged the challenges posed by the facility's downtown location, which limits expansion options. However, they emphasized the importance of a long-term solution that meets safety standards and accommodates future needs, including the potential to house federal inmates.
