Clayton joins NC Water WARN program to enhance emergency water services

The Clayton Town Council made a significant move towards enhancing emergency preparedness by approving participation in the NC Water WARN mutual aid program during their meeting on May 19, 2025. This program, established in 2008, is a voluntary network of water and wastewater agencies across North Carolina that provides support during emergencies.

James Blaylock, the assistant water resources director, presented the proposal, emphasizing its alignment with the town's strategic plan for sustainable infrastructure investment. "This opens up access to additional personnel, equipment, materials, and resources should the need arise," Blaylock stated, highlighting the program's importance not only during disasters but also in everyday operations.

The council's approval allows Clayton to formalize resource sharing with other utilities, enhancing the town's emergency response capabilities. Blaylock noted that during Hurricane Helene, the network facilitated rapid assistance, enabling affected systems to recover quickly. "This will give us added benefit to get the support that we need or help others," he added.

The resolution passed unanimously, marking a proactive step in strengthening the town's emergency management framework. The next steps include integrating the program into Clayton's emergency management plan and allowing staff to participate in future training and drills.

In addition to the water program, the meeting also touched on a recent trip by town officials to Denmark to explore industrial symbiosis, a collaborative approach to resource sharing among industries aimed at reducing waste and improving environmental outcomes. This initiative reflects Clayton's commitment to innovative solutions for sustainable development.
