City of Bay reviews final plat for 30-lot Harbor Lights subdivision

The Depoe Bay Planning Commission convened on April 23, 2025, to discuss the final plat approval for the Harbor Lights subdivision, a project that aims to develop a 30-lot residential area on a 2.4-acre site near City Hall. This meeting followed the preliminary plat approval granted in November 2024.

Zach Bell, the contract city planner, presented the details of the subdivision, which will feature a mix of single-family lots, open space, and common areas for parking and tree preservation. The site is located in the city's light industrial zone, and the applicant is utilizing townhome subdivision regulations to proceed with the development.

The commission reviewed the applicant's request for final plat approval, noting that the applicant has opted to secure a financial guarantee, or bond, for the public improvements rather than completing them before approval. The city engineer has expressed confidence in the construction plans, although some final adjustments are still required.

Staff recommended approval of the final plat, contingent upon the execution of a development agreement and the finalization of the bond. Additionally, staff proposed a condition to ensure that property owners are informed about specific regulations regarding transient lodging, signage, and parking.

During the meeting, no public testimony was presented in favor of the application, while one resident, Debbie Poland, indicated a desire to speak against it. The commission will consider her input as part of their deliberations.
