Texas legislators propose early payment incentives for school district recapture costs

The first bill, House Bill 1939, proposes reinstating a 4% early payment credit for school districts that pay recapture funds six months ahead of the August 15 deadline. The district has faced budget deficits for the past two years, leading to staff reductions and increased class sizes. The proposed bill would enable retiring teachers to donate their unused sick leave to a campus sick leave pool, ensuring that these earned days do not go to waste. Rachel Preston, a public school teacher, shared her personal experience with the challenges of accessing paid leave during her battle with cancer, highlighting the emotional and financial toll such situations can take on educators. Her testimony underscored the need for policies that support teachers in times of personal crisis.
