Town Council approves $4.5M solid waste contract with Patriot Disposal for seven years

The Leesburg Town Council has awarded a new solid waste contract to Patriot Disposal, marking a significant decision for the community as it transitions into a new seven-year agreement. The contract, valued at approximately $4.5 million for the first year, reflects an increase of $306,345 over the previous budget due to rising operational costs and a substantial hike in landfill tipping fees from Loudoun County.

The new contract will maintain weekly trash collection services for residential areas and six days of commercial collection downtown. Recycling services will continue to align with trash collection schedules, and yard waste collection will be available from April through November, with discussions underway to potentially extend this service throughout the winter months.

During the meeting, council members expressed concerns about the rising costs associated with waste management, particularly the increase in tipping fees from $55 to $75 per ton. This change is expected to significantly impact the town's waste disposal budget, necessitating a supplemental appropriation to cover the first year's costs.

The council also discussed the importance of improving recycling efforts, particularly regarding plastics and glass. The current recycling program faces challenges, including the high costs of processing and the need for better community education on recycling practices. The council is exploring options for a dedicated glass recycling bin within town limits, although progress has been slow.

In addition to the contract award, the council emphasized the need for enhanced customer service from Patriot Disposal and included provisions for quarterly audits of recycling operations to ensure compliance and efficiency.
