Senior Assistant City Attorney Mitesh Batka advised that volunteers painting public art generally would not violate state contractor licensing rules when volunteers act independently; issues can arise if the city directly controls the volunteer work.

Public commenters included Peter Katz, CEO of the Mountain View Chamber of Commerce, who urged continued prioritization and adequate staffing for economic development. Katz praised recent permit-system improvements and activation projects and warned that fee stacking and long permitting sequences still slow business openings.
