Rock Hill City Council approves safety resolution and budget for fiscal year 2026

The Rock Hill City Council made significant strides in enhancing community safety and local business support during their meeting on May 27, 2025. A key highlight was the unanimous adoption of a safety resolution, reaffirming the city’s commitment to the safety of its citizens and employees. Mayor Anne Hardie emphasized the importance of this core value, stating, "Safety to our citizens and our employees is very important."

In addition to the safety resolution, the council approved an extension of the local preference provision, which will provide a 5% adjustment factor for bidders residing in Rock Hill and a 3% adjustment for those in York County. This initiative aims to bolster local businesses and encourage community investment.

The council also extended the utility upsizing reimbursement policy until June 30, 2026, allowing developers to be reimbursed for the costs associated with upgrading water and sewer lines. This move is expected to facilitate infrastructure improvements and support growth in the area.

Furthermore, the council reaffirmed its long-standing relationship with Spencer and Spencer as the city attorney, ensuring continued legal support for Rock Hill.

In financial matters, the council conducted the first reading of an ordinance to adopt a budget of $313,171,909 for the fiscal year ending June 30, 2026, with a property tax rate set at 94.7 mills. They also discussed a potential adjustment to the millage rate following property reassessments, providing flexibility for future financial planning.

The meeting concluded with the announcement of winners for the city’s customer connect program, recognizing Angela Thomas and Louis Sanchez, who each received a $50 credit on their utility bills.
