Saratoga County Airport plans new rental car service and restaurant agreement

The Saratoga County Law & Finance Committee convened on May 13, 2025, to discuss various agenda items focused on airport improvements, health and human services, public works, and legislative affairs, among others.

The meeting began with a proposal to set a public hearing for a lease agreement with 2116 Rent A Car LLC for a rental car space at the Saratoga County Airport. The lease, covering 125 square feet of office space, includes a heated car wash and reserved parking for rental cars, with an annual rate of $3,600. The public hearing is scheduled for June 11, 2025.

Next, the committee authorized an agreement with Lehi at the Airport Inc. for the operation of the airport's restaurant space. This agreement will amend the county budget to accept $10,850 in funds, with a lease starting on August 1, 2025, for a two-year term at an initial monthly rate of $2,170. A public hearing will follow immediately after the meeting.

The committee also approved the transfer of funds from the capital reserve and airport improvement reserve for the new Fixed Base Operator (FBO) terminal building at the airport. The budget will be amended to decrease the capital reserve by $622,129.10 and the airport improvement reserve by $177,870.90, as additional funding is required to complete the project, which is nearing completion.

In the health and human services section, the committee accepted $322,466 in rental supplement program allocations from the New York State Office of Temporary and Disability Assistance. This funding aims to support individuals and families facing homelessness, potentially assisting up to 44 households annually.

The public works agenda included several resolutions, including the authorization of federal aid for the Coombs Crossing Road project in Half Moon, with a budget impact of $1,873,398 for construction and inspection services. Additionally, the committee approved funding for a proposed roundabout at the intersection of New York State Route 50 and County Route 45 in Milton, with a total funding of $574,750.

In building and grounds, the committee authorized a lease agreement with Shelters of Saratoga Inc. for county-owned property in Saratoga Springs, which will support the organization’s administrative office. The lease is for three years at $1,000 per month, plus utilities.

The legislative and government affairs section included a resolution to authorize digital copies as official records, which will help with file storage. The committee also requested the New York State legislature to designate the New York State Route 9P bridge over Interstate 87 as the Assemblyman Bobby D'Andrea Memorial Bridge.

In human resources, the committee amended the nursing mothers accommodation policy to better support breastfeeding mothers returning to work.

Finally, in public safety, the committee authorized an agreement for law enforcement services with the village of Corinth and approved various software and fleet management agreements, all with no budget impact.

The meeting concluded with a series of resolutions related to sewer district management, including agreements for asset management and the purchase of a privately owned sewer system in Milton.

Overall, the meeting addressed significant funding and operational agreements aimed at improving county services and infrastructure, with a focus on community support and development.
