Portsmouth Small Business Program achieves 85% contract success for participants

The Portsmouth Economic Development Authority convened on May 20, 2025, to discuss the successful outcomes of the recent Procurement Contractor Institute (PCI) program, which aimed to enhance small businesses' ability to secure government contracts. This initiative, conducted in partnership with the Hampton Roads Small Business Development Center, ran from January 9 to February 27 and enrolled 18 participants, with 16 completing the program despite weather-related interruptions.

The program's impact was highlighted through a survey conducted among participants, revealing that 85% had not previously pursued government contracts successfully. Notably, 100% of respondents found the program's content relevant and valuable, while 92% felt better prepared to pursue government contracts after completion. Furthermore, 77% of participants reported having no prior contracts, yet 85% were awarded contracts or received leads as a direct result of the program. The networking opportunities provided during the program also proved beneficial, with 92% of participants making new business connections.

Jolene Spears from the Small Business Development Center emphasized the program's role in equipping small businesses with the necessary skills and knowledge to navigate city contracts, which can lead to larger state and federal opportunities. The program not only focused on technical skills but also fostered social connections among participants, enhancing their confidence in pursuing contracts.

The meeting also addressed the ongoing support available to participants, with continued one-on-one counseling offered at no charge. This follow-up assistance aims to guide businesses through the bidding process and help them understand the requirements for successful proposals.

In terms of tangible outcomes, one participant has already secured a contract with the Portsmouth Housing Authority, demonstrating the program's effectiveness. The authority's need for various services, including janitorial and marketing, highlights the diverse opportunities available for small businesses in the region.

Looking ahead, there is interest in repeating the program in the fall or early next year, with 36 applications already received for the next round. The meeting concluded with a commitment to continue supporting small businesses in their pursuit of government contracts, reinforcing Portsmouth's leadership in fostering economic development within the region.
